LOBBY CALLS DEFEAT

The Gay Rights National Lobby has set the defeat of the so-called "Family Protection Act" as one of the Lobby's "major priorities," according to GRNL's Executive Director Steve Endean. In announcing the Lobby's intention to work strongly against the legislation, Edean characterized it as "an omnibus 'shopping list' for the Moral Majority and the rest of the New Right. It includes not only a number of anti-gay provisions, but also sections which are anti-woman, anti-black, anti-labor, and anti-teacher."

The legislation really two bills: H.R. 3955 in the House and S. 1378 in the Senate is a re-introduction of legislation which failed to pass the last Congress. While this is the second session in which it has been introduced,.. the sharp move the Congress has made to the Right has led some Lobby strategists to speculate that either action on the bill itself will take place in this Congress or -. a more likely situation parts of the bill may be tacked onto other legislation as "riders" on the floor.

Edean, however, stressed that lesbians and gay men must move carefully against the legislation. "The New Right would like nothing better than if we were to allow ourselves to be trapped in an effort which appeared to be a 'gays versus the family' struggle. Such a scenario would make it look like all gays were anti-family and everyone who opposed the FPA was gay and we cannot allow that to happen!" "The Lobby must stress that the nuclear family is not so fragile that it is endangered by ensuring the basic rights and liberties of any American citizen," Endean noted. "It is critically important that we don't create a climate of hysteria or panic."

GRNL has outlined a three-point plan.in its "Defeat the FPA" campaign. The key elements of that plan include (1) coalition building with other groups negatively impacted by the FPA, (2) major constituent pressure against the legislation and any forthcoming amendments related to it, and (3) increased direct legislative advocacy. Kate McQueen, Co-Chair of GRNL's Board, noted that "we must be prepared for a long campaign against the FPA while maintaining our aggressive efforts on behalf of the rest of our legislative agenda."

GRNL's plans for coalition building incude a proposed joint press conference with a variety of prominent non-gay organizations with interest in defeating the legislation. In addition, the Lobby is encouraging local lesbian and gay male groups to build coalitions with local organizations representing women, racial minorities, labor educators, and civil liberties advocates.

To begin constituent pressure against the FPA, GRNL has scheduled a National Lesbian and Gay Constituent Lobby Week to take place in home district offices the third week of November. The Lobby, which coordinates legislative strategy on Capito! Hill for the gay community, hopes to have state coordinators for the project in place by the end of September, and eventually to coordinate nearly 300 meetings in local Congressional district offices by the November Lobby Week.

In addition, the Lobby will launch a post card campaign against the FPA, stressing the fact that the 'family' should not be exploited to advance a Far Right agenda intended to infringe upon a wide variety of groups' civil liberties and civil rights.

While GRNL will continue its petition campaign, it has come to the conclusion that post card campaigns such as the campaign of the National Abortion Rights Action Leage are also effective.

The constituent mobilization and coalition building efforts will be supplemented by increased direct legislative advocacy by the Lobby on Capitol Hill. GRNL has established plans for a "Lobbying Team" -composed, it is hoped, of at least 10 to 15 members to work with Endean on the Family Protection Act campaign, as well as on other legislative developments.
